Supplies Needed:
PSP - I used X2 but this will work in any version
Tube of your choice
Template here made by myself please do not use for other tutorials
Fonts of choice
PhotoEffex - Scanlines
Eye Candy 4000 - Gradient Glow
I used the awesome artwork of Ray Leaning
You will need a license from my psp tubes to use his work

Open a new canvas 700 x 600, flood fill with dark grey
So we can see what we're doing
Rename Background
Open the ColourMyWorldTempate and copy and paste as a new layer
Rename Template

Open a new canvas 250 x 300
Choose your paint brush with these settings:
Shape - Square / Size - 50 / Hardness, Density, Thickness & Opacity - 100 / Step - 10 / Rotation - 0
You need to choose 6 different colours, I choose 6 different bright colours
Paint a stripe accross your small canvas in each colour
This is what I have

Move this canvas to one side (don't minimise though)

Activate your main canvas (with the template)
Make sure your template layer is the active layer
Select your magic wand with these settings:
Mode - Add (Shift) / Match Mode - RGB Value / Tolerance & Feather - 0 / Contiguous & Anti-Alias - checked
Select 3 squares of your template, one on each row

Selections, Modify, Expand by 5 pixels
Add a new raster layer and flood fill with your top color from your small canvas
Selections, None
Move the flood filled layer below your template layer
Rename Colour

Repear the above step for the remaining boxes
Flood filling each one time with a different colour
Flood fill each time on the same layer as your first colour
When you have done you should have something like this

And your layer palette should look like mine below

Activate your Colour layer
Effects, Plugins, Photo Effex, Scanlines - with these settings:
Width - 1 / Spaceing - 2 / Dark Band Strength - 20 / Light Nonband Strength - 10 / Noise Amount - 0 / Darkness/Lightness - 0 / Vertical Toggle - unchecked

Select your text tool and choose a nice chunky font - I used Rockwell Extra Bold (pay font)
Set your foreground to null and your background to white
Create as vector and anti-alias both checked, size 72
Type out COLOUR or your choice of word
DO NOT CONVERT TO RASTER
On your layer palette, on your text layer is a little + button, click that
It will open the layer up, the indented will say COLOUR (or whatever word you typed)
Right click on that layer and choose Convert Text to Curves - As Character Shapes
You will see another + button, again click it
You now have each letter of your word on its own layer
Activate the bottom layer (your 1st letter)
Now move this letter to the 1st box on the middle row of the template
Repeat for the other 5 letters
When happy with the position of each layer
Convert to raster layer
Rename Middle Text

Duplicate your Middle Text twice
Position one in the top row
Rename Top Text
Poistion the other on the bottom row
Rename Bottom Text
Now if you want your text left white, skip on down to step 10
If you want multi colored text, carry on with step 8

Hide your Background, Color and Template layers, leaving just your 3 text layers
Merge Visible these 3 layers
Selections, All, Float, Defloat
Add a new raster layer, name it Text Colour
Select your paintbrush again with the same settings as before BUT change the size to 75
Set your foreground to the 1st color on your smaller canvas
Now paint the letters the letter AFTER that color box - see below

Repeat for your other 5 colors, each letter should be in the color of the box preceding it
Selections, None

With your Text Colour active
Effects, Plugins, Eye Candy 4000, Gradient Glow
Basic Settings:
Glow Width - 3 / Soft Corners - 25 / Overall Opacity - 100 / Draw only outside selection - checked
Color Settings:
Choose the Fat preset

Add a drop shadow to your text, these are the settings I used:
Vertical & Horizontal - 2
Opacity - 40
Blur - 8
Color - Black
Shadow on new layer- unchecked
Activate your template layer and add a drop shadow to that too
I used the same settings but changed the vertical & horizontal to 0
Activate your background layer now and delete it

*optional* resize your tag - I resized mine by 85% bicubic all layers checked
Make sure your Template layer is the active one (this should be your top layer)
Open your tube and copy and paste as a new layer
Resize your tube if needed
Add a drop shadow of your choice to your tube - I used:
Vertical - -2 (minus 2)br>
Horizontal - 3
Opacity - 40
Blur - 8
Color - Black
Shadow on new layer - unchecked

Select your text tool again and choose the same font you used for the text in step 6
Set your foreground to null and your background to black
Create as vector and anti-alias both checked
Write a message of your choice - I added YOUR WORLD
Position under the template
Using the nodes stretch your text so it's the same width as your template
When happy convert to raster
Add the same Eye Candy 4000 glow as in step 9
Add the same drop shadow as used in step 10
*Optional Step*
If you want your tube to look like she is stepping over the text
Duplicate your text layer
Move the original text layer below your tube
Activate your tube layers
Selections, All, Float, Defloat
Select your eraser brush - these are the settings I used:
Shape - Square / Size - 15 / Hardness, Density, Thickness & Opacity - 100 / Step - 10 / Rotation - 0
Activate your copy of text layer
Gently erase part of the word that is selected
Before erasing:

After erasing:

Selections, None

Select your text tool and choose a scripty style font - I used Inspiration (pay font)
Set your foreground to null and your background to black
Create as vector and anti-alias both checked
Add your name
Use the nodes to stretch out your text (if needed) and angle your text
When happy with position, convert to raster
Add the same gradient glow and drop shadow as used in steps 8 & 9
Add your artists copyrights and your own taggers watermark
Crop any excess off your canvas and save as jpg/png
