This tutorial is aimed at those new to PSP.
Though I am sure that the experts could have lots of fun adding their own effects lol
This is a basic tag but gets you to use a Plug In Filter.
Now Lets get on with it eh??

For this Tutorial you will need
PSP
(I used X though it should work with others.)
Muras Filters Perspective Tiling HERE
Tube of your choice
2 Fonts of your choice
Wordart and Elements
My Supplies HERE
( Includes the Font, Wordart, Mask and Tassle )

Remember to save often ... and glance at the finished tag for reference.
OK Lets get started...
HAVE FUN.....

Open your Tube in PSP
Duplicate
( Shift & D )
Close the original and minimise the copy

If you havent downloaded the Fonts to your fonts folder...then
open them and minimise..PSP will see them there.

Download your Mask to your PSPX Masks Folder
( If you dont know how to do this see my tutorial HERE)

Open everything else in PSP

Open a new Transparant Canvas
600 x 600 pixels.
( Dont worry we can resize later. )

Open a New Canvas 600 x 600
Grab your Dropper tool,
choose a colour from your tube,
Right click for the Foreground and Left click for the Background
( I chose Stroke & Fill = CFCFCF )

Select your Flood Fill Tool
Click anywhere on the Canvas and it will fill with your colour.

Go to > Layers > New Raster Layer > ok
Change your colour to complement your last colour used
( I used Stroke & Fill = D8D9EC )
Flood fill this layer with your new colour.

Go to > Layers > Load \ Save Mask > Load mask from Disk
You will see a small box with a mask in it,
Click the little drop down arrow and locate the Wick Mask,
Make sure:
Fit to Layer > Source Luminance > Show all Mask
are all Checked > all others are UNChecked
Click Load.
Go to > Layers > Merge > Merge Group.
Go to > Image > Resize > 95%

Bring up your tube
Edit > Copy > Minimise or close.
Back to your Cnavas
(Activate it by clicking on the title )
Edit > Paste > Paste as New Layer
Grab your Pick Tool
Use the Nodes to make it fit the Canvas.
( Click any other tool to remove the nodes )

Grab your Mover Tool
Position your Tube about a Quarter of the way from the top.
Go to > Layers > Duplicate.
Go to > Image > Flip.
Use your Mover Tool to position so they are touching.
( See Finished Tag for reference )
Reduce the opacity to about 24.

Grab your Preset Shapes Tool
Set to > Style = Solid > Width = 4.00>
Create as Vector and Show Nodes = Checked.
Your colours should be set.
( I used > D8D9EC )

Draw a small rectangle to the Top Center of your Canvas
( This is for the Picture in the Background )
Use the nodes to size and position
Go to > Layers > Convert to Raster Layer > ok

Go to Effects > 3D Effects > Drop Shadow
and add a Drop Shadow with these settings.
Vertical =2 Horizontal = -2( minus ) Opacity 41 Blur 26.73 Colour Black
UNTick Shadow on a New Layer

Activate your Tube Layer
( Click on it in the layer panel to your right )
Grab your Selection Tube
Set to > Rectangle > Feather = 0 > Antialias = Checked.

Draw a Selection round the part of the tube you want in your picture.
Marching Ants will appear.
Go to > Edit > Copy

Activate your Picture Layer
Grab your Magic Wand
Click inside your Picture Frame
Go to > Selections > Modify > Contract = 10
Go to > Edit > Paste > Paste into Selection.
Reduce the Opacity to about 59.
In your Layer Pallette to your right
Move your Picture Layer behind your Tube Layer.
( Just click it, hold down your mouse and move down )

Grab your Dropper tool,
choose 2 colours from your tube,
Right click for the Foreground and Left click for the Background
( I chose Stroke = C0C0C0 > Fill = D8D9EC )
Grab your Preset Shapes Tool
Set to > Style = Solid > Width = 4.00>
Create as Vector and Show Nodes = Checked.
Draw a Small Rectangle to the centre of your Canvas.
( About 1/2 inch square )
Go to > layers > Convert to Raster Layer.

Go To Effects > Plug Ins > Muras > Perspective Tiling
Use these Settings:
Perspective 80
Stretch 49
Centre 0
Height 100
X and Y offsets 7
Crop 0
Crop Opacity 255
Crop BG Colour > UNchecked
OK.

Grab your Pick Tool
Use the Nodes to size and fit
So that the Tiles are over your Reflection.
( Grab any other tool to remove the nodes )

Go to > Layers > New Raster Layer
Add your Quote
( the one supplied is sized to fit )
Go to > Layers > New Raster Layer
Add any Elements you wish.
(The Tassle supplied is sized to fit )

Grab your Dropper Tool
Choose a colour that compliments your tag.
( I chose > D8D9EC )

Grab your Text Tool
Stroke Width = 1
Create as Vector = Checked.
Select your Bold Font.
( I chose Ariel Black > Size 48 )
Add your Text
Use the nodes to Position and size
Go to > Layers > Convert to Raster Layer
( Dont worry that you cant see it )
Add the same Drop Shadow as before.

Use your Mover Tool
Make sure everything is where you want it
When you are happy
X Out Raster 1 and Group Raster 2
( Click on the little eye at the side of the layers in your Layer Pallette )
Click on any other Layer.
Go to > Layers > Merge > Merge Visible
Go to > Image > Resize.
Resize so there is an Equal Border round the Tag.
( I resized 90% )
Use your Mover Tool or Pick Tool if needed.

Go to >Layers > New Raster Layer >
Add the Copyrite and Your Licence Number
Or Watermark if you are using a FreeToUse Tube. .
That way you will both get credit for your work.

Select a different colour to compliment your Tag
(I used > Stroke & Fill = CDC4BF )
Image > Add Borders
Size 3 pixels > Symetric Checked.
If your border is not the colour you want..
Click the border with your Magic Wand
and Flood Fill with Colour of choice.

And there ya go,
Nice little tag which Im sure you'll love
